Penza governor announced requisitioning so people couldn’t hide their bread from the authorities

During a regular operational briefing of Penza regional government, Russia, on the 2nd of August, the governor – Ivan Belozertsev had said the word to enhance the control of the accuracy of reports on a collected harvest, stated the news correspondent of Kasparov.Ru, claiming their source to be present at the briefing.
The governor issued an order, that obligates the regional Agriculture Ministry to put together special mobile groups that will constantly go about different agricultural establishments, analyze the size of territories used for crops and compare the given data to the amount of grains stored in granaries.
According to Belozertsev’s words, it has to be done in order to prevent farmers from decreasing the harvest amounts in their reports with an intention of artificially creating an unreported harvest excesses.
Farmers are forced to keep a certain part of their harvest in secret, as well as the cattle numbers, in order to be able to sell them when they need to, being able to do so at a better price, which would allow them to cover the real expenses on fuel, machinery, and salaries for a hired personnel. This may also help them to pay off their money loans.
It is worth to mention, that these measures of prevention of a harvest reports conspiracy have been applied before in the given region, involving a state tax and police authorities.
Government is also trying to implement a state domestic crops monitoring system. This move will allow the state authorities to know exactly how much harvest a certain company was able to collect, which consequentially leads to a thought of a possibility of unwanted encounters with FSB and pressure from tax authorities.
